Meet the CSHA Lobbyists

A lobbyist represents CSHA at the state level to proactively assist CSHA members as legislative, budgetary or regulator issues come up that may affect CSHA members that would be otherwise unaware of. The lobbyist also reactively advocates when members are made aware that changes in policy have been made that will affect our profession or the community that we serve.

Megan Wagner is a lobbyist at Brandeberry McKenna Public Affairs and has been a member of the team since 2008. A graduate from Washington College in the state of Maryland with a Bachelor of Arts in Political Science, Ms. Wagner began her career as a legislative assistant for delegate Mary Roe Walkup from the Maryland House of Delegates. In 2006, Ms. Wagner worked for the Maryland Secretary of State under the term former Secretary R. Karl Aumann and former Secretary Mary D. Kane. In 2015, Ms. Wagner worked with Council of State Government’s West (CSG West) to plan a three-day transportation forum in Colorado for legislators from all over the United States. The forum provided a first hand look at recent transportation projects throughout the Denver’s metro region and a full day discussion forum with key transportation leaders. In 2017, Ms. Wagner in conjunction with the Center for Infrastructure Improvement and the Denver Metro Chamber of Commerce organized a briefing on the importance of Public Private Partnerships for the Public Affairs Council and members of the Colorado General Assembly. Ms. Wagner is a graduate of Impact Denver, a leadership program administered by the Denver Metro Chamber of Commerce. Ms. Wagner lives in Parker with her husband Ben and cat Ralph.

Recent Activities

  • In 2020, BBMK worked with a coalition on behalf of CSHA to secure passage of SB20-212 Reimbursement for Telehealth Services sponsored by Senators Winter and Tate and Representatives Lontine and Soper. This bill expanded Medicaid reimbursement for telehealth services to new providers and established requirements for state-regulated health insurance carriers and home care agencies related to the delivery of telehealth services.
  • In 2021, BBMK is working with Senators Buckner and Hisey and Reps. Carver and Young to secure passage of legislation that would allow Colorado to join the Audiology and Speech Language Interstate Compact. BBMK met with the members of the Joint Budget Committee to discuss the Department of Health Care Policy and Financing suggestion to cap speech therapy evaluations for Medicaid at 2 per patient per year. BBMK/CSHA took that opportunity to discuss this issue along with the historically low funding for Medicaid speech services despite the MPRRC recommendation to increase speech rates. BBMK is also monitoring legislation that will impact CSHA members including legislation related to Electronic Visit Verification and funding for early intervention services.
